'Recall' in this sentence means to remember (or to see it in your 'mind's eye') and to be able to reproduce it. The sentence basically means that you must learn how to write (to make the letters and understand what they represent) before you can learn to spell. It's quite a strange/complicated way of saying something quite simple.
