Es un saludo formal utilizado solo en cartas super formales :) tranquilo que lo usaras 2 o 3 veces en tu vida a menos que te dediques a hacer documentos formales. PRESENTE en este caso es similar a decir (Le dejo este documento para que lo vea)

I'm not sure in that situation, but usually it means that the people is there, for example, when a class starts at school the theacher calls each one of the students and the one that there are there say "presente" is the way to say that you are in there. Tati, "presente" se pone después del nombre del destinatario para indicar que viven en la misma ciudad, en lugar de poner su dirección. Esta era la costumbre en los tiempos del mi abuela cuando se dirigían a un negociante vecino, una escuela, etc. Luego pasó a usarse en todo tipo de carta formal, aún destinada al extranjero. Hoy día casi nunca se ve. Para traducirla al inglés puedes poner algo como [local resident] o algo por el estilo.
