It's somewhat vague to judge from the given sentence. "하지 않을까" is generally used in these ways:
1. -하지 않을까(요)? is used to ask st or seek sb's agree. (=Shouldn't we ~?)
i.e. Shouldn't we call Jae-suk to tell him we're on the way? 우리가 가는 중이라고 재석이에게 연락을 해야 하지 않을까(요)?
2. When -하지 않을까 is used with the objective phase or st, it implies that speaker is currently considering it seriously.
i.e. The news from South Korea’s Central Bank sparked fears that other Asian central banks could follow suit.
