Actually it's "cap ou pas cap?" Short for "capable ou pas capable"? It means "Are you game?" ounds very childish - I don't think anyone over the age of like 12 ever uses it.

D´abord Salut ! "cap ou pas cap", est une phrase qui exprime une provocation à jouer avec quelqu´un d´autre. J´ai écouté cela dans un film francais depuis quelques mois.
