what I ment is (a quarter of an hour ) we can say two minutes please so can I say a quarter please or a quarter minute please or a quarter minutes please I know that I can say a quarter of an hour please .but i am asking about the possibility of saying ( a quarter, a quarter minute ,a quarter minutes)

You'd say "a quarter of a minute", which is also a little unusual. You could simply say "fifteen seconds". Half a minute... a fraction of a minute...

Then you talk in terms of seconds. 1/2 minute = 30 seconds. For example: Put the bread in the microwave for 30 seconds to defrost it.
