It means that she reached the highest point (pinnacle) of rationalization (reasoning). Without knowing what happens next in the story, from what you have written, it sounds like some of the people were doing things that weren't completely reasonable (fatuous) or were perhaps impulsive. However Liz, supposedly DOES do something rational. There is a possibility though the author is being facecious or humorous. If what Liz does next is actually completely illogical or silly, then "pinnacle of rationalization" would be a tongue in cheek use of humor, meaning it isn't supposed to be taken seriously because she actually did the exact opposite of something reasonable,.

She is trying to rationalize away the horror of the moment and find something useful to do by focusing on the luncheon. Since Kennedy can't speak at the luncheon, then Johson will have to do it so she and the rest of his staff have to get ready for that. The author is emphaziing that she thinks she's being rational and logical, but she's actually avoiding the real problem, that the preseidant is fatally injured.
