In your sentence, it's definitely a negative meaning.  Note the use of "at" to indicate a target. You can imagine the scene almost literally.

I've heard it used to mean "freaking out" if that makes more sense to you. In this case she is most likely yelling at/talking back to/being a little jerk to the grandmother.
