In this context is 'I wonder' omited in front of if you'd like to ask your question again?

There could have been the verb "wonder" there, but not necessarily. It could have been:
I wonder if you would like to ask your question again...
Would you like to ask your question again?
But what I think, is that they omitted the second part of the sentence, not the first.
If you'd like to ask your question again, (you may do it now).

There are two potential answers here:
(1) If the question is, *could* there be "I wonder" before "if you'd like to ask your question again," the answer is YES. You can add "I wonder" and you will have a perfectly grammatical, logical, and natural sentence in English.
(2) I suspect, however, that the real question is "what does Anna Scott really mean to say" here.
From context, and having actually seen this movie (yikes, over 10 years ago), I can say without an ounce of doubt that Anna does not literally mean "I wonder if ..."
Anna is merely being polite by using an interrogative sentence structure. What she really means is, "Dominic, please ask your question again." It is actually imperative in meaning (though not in form), in the sense that Anna wants Dominic to ask that question again. In English, changing an imperative sentence into an interrogative one makes it even more polite.
In the movie, the American film star Anna (played by Julia Roberts) is at a press conference in London, and the reporters are asking her how long she will be in England. William (Hugh Grant) had just rejected her, so Anna says she will be leaving London soon. However, William realizes he made a big mistake. So his friends drive him frantically through the London traffic to get him to the press conference. Upon seeing William, Anna rethinks her answer and asks the reporter (Dominic) to ask the question again.
This time, her answer is "indefinitely."
She will be staying in England indefinitely.
