“付不起”的object是钱、账单，与pay差不多。我付不起账单。I can't (afford to) pay my bills. “买不起”的object是具体的东西，与buy差不多。我买不起这件衬衫。I can't (afford to) buy this shirt. 英语里同样也不会说我买不起钱或者买不起账单。 In English you probably will not say I can't buy money, or I can't buy my bills.

买不起： for those things that u can touch physically. 付不起：other things.

买不起是用在实际能看到的东西上，付不起用在哪些看不到的东西，房租，水电之类的
