Time is made from honey slow and sweet... It's from a Tom Waits song called Temptation, I love his music :D I'd guess it's a person drinking cheap brandy (rusty, it's not smooth) out of a very expensive glass. The image could be of someone fallen on hard times or, more likely, it's of a person pretending to be what he isn't. He's ordered the cheapest drink in the best glass to try appear to be this big shot when he's really just an ordinary man. It could also just be a beautiful picture, rich, rust coloured brandy in a beautiful, crystal glass... Or, as he says a little later on "Only the fools know what it means".
