If you say someone is "武断的“, you mean he or she is narrow-minded , arbitrary and hard to get on with. It shows your disapproval of him or her. But in Oxford word skills, I saw a sentence: "but I wonder whether she's got the necessary chairsma, or whether she's assertive enough for this role." I think in this sentence "assertive" was amerit.
