Ich verstehe das nicht so gut. Helft mir, bitte:
zu + dat ( AKTIVITÄT ) = (WOHIN)
bei + dat ( AKTIVITÄT ) = (WO)
Dann passt es "beim Frühstück", oder?

Beides geht. Es kommt auf den Kontext an.
"jemanden zu etwas einladen" -> Ich lade dich morgen zum Frühstück ein.
"es gibt X zu Y" -> Es gibt Brötchen zum Frühstück.
bei X -> Beim Frühstück lese ich immer Zeitung.
usw.
