A little confusion about these sentences. 1.Banks have different policies and the services that they will offer you will depend on your individual circumstances and on the discretion of the bank manager involved. Q: Which word is the last word "involved" used to describe? "Discretion" or "Manager"? 2.Adequate heath-care resources are provided out of the public purse. Q: Why did the writer use "provided out of "? Why not use "provided by "? Both of these two sentences come from the Cambridge Ielts. Thanks for responses.

1) manager. The relative pronoun is omitted "the bank manager who is involved". 2) Either is actually fine. "Out of" suggests more clearly a limited (zero-sum) resource. If one spends money on one things, there is less left for other things.

1. Manager 2. When you say 'provided out of the public purse', you mean the money is taken out of the public purse. I would say 'Adequate heath-care resources are provided by the government', but not 'by the purse'.
