Does "in the 70's" mean "in 1970's" or "in his 70's"? My dad was born in England and moved out to Tasmania in the 70's.

"In the 70's" means in the decade starting 1970. It's definitely not about his age.

In "his" 70's is referring to age. In "the" 70's is referring to the 1970's
