I found this expression in 'Bigbang Theory' at episode 2, season 1.
I think the main actress said it...;( I don't remember exactly.)

A man might say it to a woman if she looks pretty. A woman might say it to a man if he has done something nice.

The words themselves would likely be intended as a compliment, but the sense of informality may or may not be a problem.
