in this sentence, "都会" is not "dūhuì", but "douhui".
dūhuì is a noun means city.
douhui should be understand as "都" (always) "会” （will), so: always will = usually

“大都会”da du hui ， means 大城市
“都会”douhui：都能做到的 例：“今天的作业，我都会做。”
