to be on cloud nine = to be very happy

When somebody is "on cloud nine" it means they are in a very good mood or are in good spirits. :)

To be euphoric, as if floating on a cloud. Two other similar expressions are: "I was walking on air." "I was ten feet off the ground." "His head was in the clouds" means something a little different--it means dreaming of something impossible or impractical.
