" Er bespricht das Problem mit ihr." What's the meaning of " ihr" here? Can " siskutiert " instead of " bespricht"?

In this case "ihr" stands for a female person. Yes you could use "diskutiert", but it sounds more agressive.

Ihr is the polite form of them/her auf Deutsch, so this is the polite way of saying he discussed the problem. And do you mean "diskutiert" ?
