The most literal translation for me is:
1) overwhelmed emotionally --> sopraffatto da...
2) overwhelmed by workload or things to do --> sovraccarico di...
3) overwhelmed by an army, a higher power --> sopraffatto da...

Sono oberato di lavoro

I am overwhelmed with work
Sono sommerso di lavoro
Sono pieno di lavoro
Non utilizziamo né sopraffatto né schiacciato. We don't use either sopraffatto or schiacciato.
The city was overwhelmed with visitors
La città era sommersa di visitatori
La città era invasa da visitatori
La città era piena di visitatori (informal)
to be overwhelmed = essere sommerso/pieno di
In general, it depends on wha you mean.

In altri contesti possono esserci altre locuzioni.
