저는 요리를 할수 없어요 i can't cook 저는 요리를 못해요 im not good at cooking (to make clear the meaning of that sentence you should put 잘) 저는 요리를 잘 못해요 and 저는 요리하지 못해요 is wrong sentence ,its very unnatural
