"The exam was so hard for me to pass" is incorrect, you cannot say "so X to Y"
""The exam was too hard for me to pass" is correct

"So" hard means that it was very hard. "Too" hard implies that it was harder than what you can do.

too - you failed the test.
so - you passed, but it was extremely challenging.
