I think you mean a flash drive, or flash disk. It's sometimes called a pin drive, too. A portable hard drive is different, they're small enough to put in a bag but definitely too big to put in your pocket. You also need a separate USB cable and power cable to connect them to your computer. As for your cellphone charger question, I think you mean a power bank. However portable cellphone/battery charger is fine to say too.
