Actually Alina, this idiom شو عدا ما بدا is mostly used in a situation when someone does something that is unexpected from him/her, so you ask them شو عدا ما بدا؟, as if you are saying:
"What happened to make you do this unexpectedly?".
It's usually said in a mockery tone though. It's used in Levantine Arabic.
