a) I love you forever --> I will love you forever (future)
b) I will always love you -->good
c) I always love you --> I have always loved you (past)

They are all grammatically correct. If you are talking to the person you love, it's better to say 'I will always love you'. It sounds better because it sounds like a promise. 'I always love you' and 'I love you forever' sound more like statements with no feeling.
