Yes, it just means "I am learning English on the Internet (or through the Internet)".

Yes. "I'm learning online" or "I'm studying online." どちらも正しいです。"Learning"は学ぶという。"Studying" = 勉強する。So to say 「オンラインで英語を勉強しています」the best sentence would be "I'm studying English online."
