"a fine of up to" how is correct "a fine of up to" or "a fine up to"?

"A fine of up to..." is grammatically correct. Having said that, you will hear even native speakers say "a fine up to...", even though it's wrong.

I'm not sure what you're question is, but those phrases both make sense and are interchangeable.
