"Cipollo" es una palabra propia de Granada (Andalucía) es un insulto significa algo así como idiota.

En España no significa nada. La palabra no existe (hasta el momento) en los diccionarios.
Ahora bien, hay que tratar de precisar en que contexto la has leido/escuchado. Entonces podríamos tener alguna idea adicional.
