Means, you are surprised to see that person there. It's like saying, Wow, your here! (surprise) Hope this helps.

It is closest to "I'm surprised to meet you here", but actually, I suspect that it is most often used in a way that means that the meeting was expected. (Sarcastic, friendly, humorous)
