In the UK it would be referred to as petty cash. Small sums of money that are allocated every day or every week for a business/organisation to pay for small everyday things like tea coffee. That staff or a manager can use, without having to constantly get permission. Every day/week $50.00 or £50.00, for example, is placed in a small safe, for the managers to use for that day/week. It still has to be accounted for written down and recorded, but there is no need to go every day to the accounts department or manager. For a large amount of 10,000 it would not be petty cash except for a very specialised industry, it would probably be referred to as an "interim' cash/or funds release.
