what does that mean??

Aboved is quoted from the script of the sitcom“friends”. I am just wondering what the phrase "pass by "means and in what situations i can also use this phrase with this meaning. i am looking forward your help.Thank you

Hello,
Here while they were going through the list of names to choose from some names they just "passed by" ,which means went through randomly without giving them second thought or concentration ,they didn't consider them an option to choose ,they skipped them ,just went through them quickly in opposition to " landing on" a name on the list ,which means choosing that name ,deciding it is a good option and going for it .

It means when they were considering different names, they considered that name and then went on to other ones, they didnt' select it. 'Pass by' means literally to go along something and then beyond it, but here this meaning is metaphorical.
A more common similar expression using 'pass' is to 'pass on' something, which is to decline it.
"Would you like pickled octopus?" "No thanks, I'll pass." "I'll pass on that particular delicacy"
This is different from a more literal 'pass on' which means to send something (like a message) along to the next person.
"Everybody meet after class. Pass it on."
