The first one is grammatically correct. The second one can be used in a casual and verbal situation, but is not grammatically correct. They have the same meaning.

There is not much difference. The second one is more of a colloquial expression. " 是" was just omitted.

今天是阴天 is more correct which means today is a cloudy day
