Hi, tutoring in English and Maths are 2 different things. My colleague who is a Maths teacher has provided this answer; 19/8  ≤ D ≤  3 (inches)
  From your question, it seems that the context is lacking & it appears that problem is not clearly stated: it is a simple matter to translate the mixed number 2&3/8" into fractional form.
