As a rule, the meanings of words in Wiktionary are correct. I have never met with a misinterpretation there. All these interpretations should be the same for all people speaking Russian. If your friends from Ukraine and Kazakhstan say something contrary to the dictionary then they are wrong. That is, the semantics should be the same everywhere or you should provide some examples. The difference may be in the pronunciation of some sounds and in the use of words from the Kazakh and Ukrainian languages. I talked with several Kazakhs and they all spoke Russian without any accent at all, but used words from Kazakh in their speech to refer to food, clothes and so on which are not in Russia, but there are in Kazakhstan. As a rule, Ukrainians speak Russian without an accent, but they can also use words from the Ukrainian language in their speech. Many in Ukraine and southern Russia mispronounce the sound 'г'. Some pronounce it as as a soft fricative (as in Ukrainian, similar to h in English), and this sound in Russian should be voiced (similar to English g as in the word 'go') In General, there are few accents in Russia. Basically, everyone speaks the same language in the territory from Moscow to Vladivostok.

Isaac, from Russian perspective, the difference is minor. If I had lived there, I'd of course give you a list of features, but as I haven't I can only share my overall impression, and it is that it is for us like it is for you: within the level of normal regional variation. The most striking thing is not articulation of sounds, but rather pitch/intonaton/prosody. It is how I know speakers of Russified regions with a substrat langauge (it is also how I know speakers of different Russian regions - but these also may have different sounds). Regarding your Ukrainian teacher, it would be interesting to know some examples. Both teachers' knowlege (including Russian Russian teachers) and Wiktionary can be incomplete, and and actually it is not easy to define a word.

You can always recognize Ukranian Russian or Russian in the southern Russia from Russian in the central part. I don't know why not to choose any teacher without southern accent? There are plenty of them here offering lessons for quite low fee, but it's your choice what accent to learn. Mind that Ukranians may say "скучаю за ним", спрашивать за поездку" and it will be okay for them, while in Russian it will be mistakes and the correct phrases would be "скучаю по нему", "спрашивать о поездке". There can be also difference in emphasizing syllables.

I can assume that Kazaki russian has heigher quallity level then ukrainin russian. Because, the russian language was brougth to Kazakhstan by more educated people. I mean it helped to filter out village people russian.
