If a website in Korea expects foreign users, they usually have an option for foreigners (외국인/해외거주자). Check the option, and you will see a webpage explaining a procedure for foreigners.

주민등록번호 It's similar to Social Security Number. Non-Korean people don't have it. You'll have to contact them by email if you're going to sign up for the website.
