questions about Russian "-нный"
Hi i was reading a news article and I got a question about '-нный' form.
These two sentences below are from same article

1. В 29 провинциях и городах зарегистрировано 1303 подтвержденных случая заражения.
2. Из больниц выписаны 38 вылечившихся пациентов.

What i'm so confused about is that in sentence 1 "зарегистрировано" is an neutral form, but in sentence 2, "выписаны "is plural form !!!
I'd like to know why

In the first sentence it's just an impersonal form. In the seccond sentence the participle is connected to the complex subject "38 вылечившихся пациентов"

Может, я не совсем понимаю заданного вопроса, но суть двух "н" в том, что пишутся две если:
1. В корне была "н" и из существительное сделано прилагательное (весНа + н = весенний) ;
Хотя, я сама толком не помню. Поищи в интернете, пожалуйста. "Н" в суффикс русского языка.
