A "lark" in this case is a whimsy (flight of fancy), an idea that just comes to your head and you go with it. You don't necessarily have anything planned. So yes, it *does* fit. The idea was that he couldn't just go an expensive trip on a lark (on a whim) because he was on a budget, and his time wasn't for himself.

Spare no expense mean you can live as lavish a lifestyle as you please. A lark is a bit of fun. He was on a very tight budget, so he could not spend as much as he liked.
