ろくに～ない means "not properly~", and it can also has a sense of insult like your 1st example sentence.
あまり～ない means simply "not so much ~".

ろくにの漢字は、「碌に」です。
（日本人はあまりこの漢字を使いませんが、Miaさんは中国人なので、漢字のほうが意味が伝わるかと思い書いてみました。）
