How to tell time in German
Do Germans generally use 12 hour time or 24 hour time? If using 24 hour time, how is evening distinguished from morning? Would you say "Es ist dreiundzwanzig nach zwei am Nachmittag"?

Usually we use 12 hour time. And in many cases, it's clear from the context whether it's am or pm. When somebody says "Es ist halb drei", I automatically assume 2.30 pm, as most people sleep at 2.30 am. In the same way there is almost no ambiguity in saying: "ich gehe um 8 Uhr zur Arbeit". 
If it's not clear, or if it's outside the usual frame, you can add words like "morgens", "vormittags", "mittags", "nachmittags", "abends", "nachts" to add more precision.

When talking about timetables, we often switch to 24 hour time, because that's the format in which schedules are written: "Der Zug fährt um 14:23 ab." We also often use this when reading the time from a digital clock.

8 Uhr in der Frueh. 8 Uhr am Abend. People say as well: 17:00 (siebzehn Uhr).
Es ist dreiundzwanzig nach zwei am Nachmittag. When talking to someone in America one could use this expression (as there is a huge time difference). Otherwise one would rather say: Kurz vor halb drei (am Nachmittag). There are many regional differences of telling the time.
