We would say $10.69 as "ten, sixty-nine," not "ten point six nine." "Ten, sixty-nine" is shortened from "Ten dollars, sixty-nine cents." Another example is in holy texts with chapter and verse numbers, sometimes people will write them as 4.15. There again, it is pronounced "four, fifteen" rather than "four point one five." Here the number after the decimal is referring to the verse, not a partial chapter. When we know the units from context, we oftentimes will leave off the units entirely. However, if the decimal represents a partial unit (.25 of a sandwich), we will list the digits.
