Sì, è giusto ma poco usato. La forma più usata è "È l'una meno un quarto".

ciao! si è certamente corretto dirlo, sebbene sia un modo particolarmente usato nel nord Italia in sostituzione all'espressione :" è l'una meno un quarto".
