You cannot chose not to be insured (at least in Germany and Austria), so I would use the term 'Pflichtversicherung', which means obligatory insurance. Hope that fits to your context. Otherwise you could use 'staatliche Versicherung' (state insurance). "Public" would be öffentliche Versicherung. Ich habe zusätzlich zu meiner Pflichtversicherung noch eine private Versicherung (abgeschlossen).
