is apostrophe needed there..?

Hello Elizabeth,
- It is possible not to use an apostrophe :
Parent Permission Form ( for example)
Here it is rather a term.
- a parent's permission.
Here it refers to one parent.
- Parents' permission.
Here it refers to the parents, both the mother and father.
