Congrats - you've found one of the rare words in English which have a handful of unrelated meanings! ^^ This "row" is pronounced to rhyme with "now". It means a fight or even an uproar. It sounds particularly British to me. So, "he isn't starting an argument" is a way of paraphrasing your sentence.
