不太靠谱 means SOMEBODY or SOMETHING IS NOT SUPPOSED TO BE
TRUSTED.
靠谱 means somebody or something is supposed to be trusted.
for ex
这人不太靠谱 this man should not be trusted
你说的很靠谱 your words are trusted

谱 means 'the right thing' or 'the right way' here. 靠谱 means '(do things) in the right way' or '(something) is right'
他很靠谱 means you can count on him.(he does things right)
他不太靠谱 means he is not so reliable.
