C. At You can't exactly wait underneath a bus stop. You can't wait on top of a bus stop. I supposed that if there was a bus stop box sort of thing to prevent people from getting wet in the rain, you could wait in that, but not all bus stops have that. You can, however, wait AT a bus stop.
