In this case, it means the same thing. "To be" is dropped for convenience sake.

1. "You seem to be bored" = It seems that you are bored. (Here you express your opinion about an action or state of the object at this moment) 2. "You seem bored" = You look bored. (here SEEM is a stative verb)
