"tirare le fila" ma che significa esattamente?

E' un sinonimo di "concludere" o anche "riassumere"/"sintetizzare" qualcosa che è stato già discusso o detto. Infatti si usa molto nell'espressione "tirare le fila di un discorso".

Ha lo stesso significato di "tirare le somme", cioè, in seguito ad alcuni avvenimenti, fare delle conclusioni :)
