What does "decadence" mean? Dictionary says "deteriorating/low standard" but isn't it supposed to be something positive from the context because he tries to explain why it's good to put brass plate on window frames?

Decadence other meaning: luxurious self-indulgence. I use it to describe rich, delicious foods.

In UK English, its "low quality." In US English, its "high quality/luxurious." You can tell this is UK English because of certain phrases that arent really used in US English: timber frame, "two mil" in particular. Hope this helps!

You are correct. Decadence could also mean opulence or extravagance in this context.
