No; it is incomplete...
Should be, e.g.:
"The books that she gifted to me were all in French."
"I was so grateful for all the books that she gifted to me."
I agree with Jagdish: you can leave out the "that"

I would use
The books she gifted to me.
The word “that” is unnecessary
