Itās either a typo or the author wants the reader to read the word āmeantā the way their character would say it. When I read āmeanātā Iām imagining someone with a southern drawl. If that isnāt consistent with the character then itās probably a typo. āMeanātā is not a proper construction.

Meant is not a contraction. It is the past tense of mean.
